I ordered a fender for my bike in early…

I ordered a fender for my bike in early October, they said I would receive in about 10 days.
I didn’t hear anything back, kept chasing and eventually they said item would ship.
Sent me tracking which didn’t seem to move very fast, 3 weeks later still didn’t receive.
Then all of a sudden it was going to be delivered, I was at work and notified it had been delivered early afternoon.
When I looked at the image they added of proof of delivery it wasn’t even my house.
I chased it again and was told we need 5 business days to track with courier.
Heard nothing back again chased after 10 business days and they say they would refund me in 20 business days.
Still no item or refund, I’m now convinced it’s a scam so stay away from these guys
