Where's the support?

Unable to connect to my VPS and despite their site saying "99% uptime guarantee" and "24/7 live support", there is no phone number and no working live chat. There's a live chat button, but it doesn't actually connect to anyone live, even though the website says a "59 second live chat waiting time". When you click on "Support" from the client dashboard it just goes to a .png image of their logo. From their sales website, the only option is to create a ticket as the knowledgebase, news and downloads are all blank. When it's working it's fine, but if there is an issue, it can take a day or so to get any support.
