They say they do, UK government doesn't think so. They blame the end user (the government).
Sorry but if the UK gov doesn't consider your electronic signatures legit how can you claim they actually are.

The signature on the Certified Copies constitutes QES, as it is uniquely linked to the signing Solicitor, and because it can be Verified for free using our free Verify service here > https://www.documentcertifier.com/verify
You should therefore query this point with the end user.
In our experience, to legalise a Certified Copy and add an Apostille, the FCO typically requires a hand-signed, wet-ink, hard copy of the Certified Document.
You can see the FCO’s guidance here: https://www.gov.uk/get-document-legalised
You will note that the FCO’ guidance states there are 2 types of Apostille.
They can either be:
1. Paper Based - you will need to send your Certified Copy to the FCO by post.
2. Electronic - known as an ‘e-Apostille’, you will need to upload your documents as PDF files that have been electronically signed by a UK solicitor.
You apply for both types online directly with the FCO.
You can choose which one to get, but you may need to get a paper-based apostille if either:
1. the person who has asked you for the document wants a paper-based Apostille, or
2. the type of document they need is not eligible for an e-Apostille.
You cannot get an e-Apostille for, and therefore must make a paper based application for:
1. Birth, death, marriage, civil partnership and adoption certificates.
2. ACRO police certificates for England and Wales.
3. Disclosure Barring Service (DBS) certificates for England and Wales.
4. Fingerprint certificates.
5. Membership certificates for the Association of Chartered Certified Accountants (ACCA).
You should therefore contact the person asking for legalised documents. Check if they need:
1. A paper-based Apostille, or,
2. whether it can be an e-Apostille.
If you need to make a paper-based Apostille application, you can have a hand-signed, wet-ink, hard-copy paper version of a Certified Copy sent to any worldwide address within 1 - 2 business days by using our online Deliver service.
