have ordered and paid for a picture. it has been over a year now and still has not arrived. have written to them and they only make excuses and now they don't answer at all. scam company

bought a picture with a Heineken bottle almost a year ago. it never arrived. they made a lot of excuses about it taking extra time to make, that they had sent it, but didn't have a track and trace number. have written to them over 20 times and they haven't replied. I really feel scammed
I purchased a custom piece through FramedLiquor in July of this year. I was very happy with the piece itself, the artwork looks great and it is set into a lovely frame. Were it not for the additional issues, it would have been a great product at a fair price.
I did face some issues with the product and the seller. The company is Dutch, and the product was subjected to a 40% import tariff when being imported to the UK. This is not specified on their website.
I spoke to the company, who now became very slow to reply, to state that I would not have purchased this product knowing that it would be 40% more expensive. When I didn't receive reply, I raised a dispute through PayPal.
Once I had raised the dispute, the company sent me a message offering to split the difference in the import tax, highlighting how expensive it would be for them to return the item and resend it. I agreed, with the company stating that they would refund half the import duty. As a result, I did not pursue the dispute with PayPal.
I never received anything further from the company.
I'm less bothered about the money and more bothered about being lied to. I would still consider purchasing from a company in the knowledge of import tariffs, but I would not consider buying from a company that lies.
The product itself is good quality, but the company does not handle complaints properly if anything goes wrong.
