This company gives the appearance of being a scam.
I applied to and paid this organisation for 2 ISBN numbers, fortunately via Paypal. In spite of repeated requests I have never received the goods. I now discover that the parent company in the USA. Moodoo Productions, is dissolved, but a gentleman calling himself Michael Dowell purports on the Internet to be a supplier of ISBNs from its subsidiary, IsbnAgency.com with an address in California. Do not, under any circumstances, be tempted to deal with IsbnAgency.com. Mr. Dowell will probably then ply you constantly with rubbish messages about his set-up but has refused to answer repeated emails enquiring where my ISBNs are. I was lucky. Paypal appear to have this character on their 'red list' and have promptly returned my money when I put in a complaint. Paypal are, as ever, totally professional, unlike IsbnAgency.com, if indeed it actually exists.
