I brought a yellow sapphire gem from…

I brought a yellow sapphire gem from jewellery shop india website.and always mentioned that sendme original gem certificate in note,comments and emails.but they shipped me gem without certificate.when i talked with them they started to speak abusive replies, behavior of staffs changed and always saying return our product.their staff are all same unhelpful rude replying emails unofficial bad behavior and language with costumer. And saying me dont email us back nextime. And saying me to pay extra 1500 rupees for certificate shipping certificate.Which was company fault that they didnt sentme certificate with the gem. Now why i should have to pay for shipping.which was their fault or mistake.
I want to say without the certificate the purchase is incomplete or not genuine product.
Nextime i wont buy anything from india. They are doing frauds in business.if anyone can help please help or letme know where i can complain about them.
