Company provided adequate care but prices charged double what was quoted

Company provided adequate care but the invoice costs were over double the formal quoted cost, the price was further increased unilaterally after the first 2 weeks, and VAT was charged ~(UK Care from companies registered with the CQC apparently cannot charge VAT)
So breach of contract on price, Unlawful increase in price without due notification, and it seems potentially fraudulently charging VAT on a VAT exempt service
