It certainly is paper! I ordered, it arrived, and what arrived is paper. I can't test the thermal paper-ness yet since the printer hasn't arrived, but it certainly looks like dead tree to me.

Veeder-Root Thermal Paper
Needed Thermal Paper for our Veeder-Root tank monitoring at the petrol station.
They had it in stock..... I ordered 10 cases and got a discount for a bulk order. Ordered it on Friday and it arrived the next business day on Monday as promised.
