Clear instructions on how to appeal:
I was then pressured to pay immediately via QR code, with warnings the fine would increase if I didn't pay on the spot. Having not been in the UK long, I didn't know I had 14 days to pay or that I could challenge it. I felt I had no choice.
Key issues:
- I had NO intention to litter - I actively sought proper disposal
- The receptacle reasonably appeared to be a bin
- I was prevented from correcting the "offence"
- I was pressured into immediate payment
- DEFRA guidance says officers should allow people to pick up litter before issuing fines
I have since submitted a formal complaint to Bristol City Council, a Subject Access Request for body camera footage, and an FOI request to find out how many others have been caught at this same location.
Worth noting: Bath & North East Somerset Council dropped 3GS, calling their methods "heavy handed." Bristol should do the same.
