Their identification requirements for verifying customers are too restrictive (which is where the score gets knocked down) - they apply a very narrow list for acceptable identification compared to the majority of other financial services providers (not everyone has a passport or driving licence!) and the list of acceptable certifiers is similarly very narrow and far too conservative. The only possible explanation I can think of would be if they might have fallen foul of the regulator at some point over identification of customers. If you have a passport, they remain a good choice.
