no ATM withdrawal functionality

I've wait 3 months to receive the card, than I've got it with no ATM withdrawal functionality.... they said was a temporary problem.... other 5 months are gone and ATM withdrawal is still unavailable...
this is the worst card I've ever had

We have checked our records and was not able to find the conversation you had. We have also checked regarding the card delivery and all of our cards are delivered between 3-5 days. No cards have been pending for 3 months.
We can assure you that we do not have any technical issues with the ATM withdrawal function however we have the option forbade ATM withdrawals for some clients due to regulatory matters.
