Yikes I got scammed too, this website appears as the first search result unfortunately. They charge €30 administration costs. But then I found out the official website much later.

it costs only €7.50. After waiting 2–3 weeks without receiving the card, I had to contact ov-chipkaart.nl
directly to order a new one.
