I just got a letter saying i owe them…

I just got a letter saying i owe them money because someone in my old apartment (got documents showing i dont live there anymore and since when) ordered a subscription.
It took more than 2 months to solve it. Since the first call they said "you dont need to pay" but we kept getting mail from a debt collection company threatening us to pay within days or else lawyers and court and what not.
Scammers and bullies?
Even if not, their system is disgusting.
