Been scammed by Chris Davey

Been scammed by Chris Davey. He's very personable on the phone, but as soon as we started working, he resisted status meetings. After the 1st month I asked for a review meeting, which he agreed to. Shortly before the meeting, he said he couldn't make it and asked for payment, saying "Let's pick up properly once the invoice is sorted". We then paid, in good faith. Minutes later he replied saying thanks for the payment, but he won't continue with the engagement. In the end we paid and didn't get a meeting to discuss and understand what (if any) work had been done.
