This is the worst company in the world. I had a rental car and got fined, and they sent me a parking notice, which I paid. However, during the payment process, they asked whether I was the owner of the vehicle. After I entered my details, they issued another parking fine directly to me and forced me to pay an additional £100 again.
When you try to call them, nobody answers the phone. When you send emails, the people reviewing complaints do not even seem to understand the issue. This company appears to exist solely to rip people off.

My experience with Civil Enforcement Ltd has been deeply concerning and, frankly, exhausting.
To be clear, this review is not about whether a parking charge itself was right or wrong. It is about tracing, complaints handling, data accuracy and the way an entirely uninvolved third party can apparently become caught up in debt recovery correspondence.
Over a period of time, Civil Enforcement Ltd began sending debt recovery, pre-action and threatened legal correspondence to my private home address regarding a vehicle and alleged debt with which I had absolutely no connection whatsoever.
I am not the registered keeper.
I am not the person being pursued.
I have no connection to the vehicle.
The individual concerned has never resided at my address.
Despite making this crystal clear in writing, the letters continued.
I was then effectively invited to provide DVLA documentation to “continue to dispute ownership” of a vehicle that was never mine and had nothing to do with me in the first place.
Only after sustained written challenge, formal data protection correspondence, and regulatory escalation did Civil Enforcement Ltd eventually confirm in writing that they had:
“updated our records to confirm you are not the party to be pursued.”
That raises an obvious question:
If I was never the right person, why was my private home address in live enforcement systems at all?
I am now separately pursuing formal questions regarding how my address came to be associated with this matter, what tracing methodology was used, and what safeguards were in place before debt recovery and threatened legal correspondence was sent to an uninvolved third party.
My concerns have now been formally reported to:
• the Driver and Vehicle Licensing Agency regarding downstream use of keeper data;
• the British Parking Association Approved Operator Scheme Compliance Team regarding operator conduct and tracing practices;
• and further data protection concerns are being actively pursued.
Before dealing with this company, my advice would be:
• Keep every single letter and envelope
• Do everything in writing
• Never assume one phone call will resolve anything
• Challenge inaccuracies immediately
• Keep a full paper trail
• Know your data protection rights

Parking fine - wrong timings recorded
We received a parking fine outlining that our car was parked for 24 hours, we were only parked up for 20 minutes. There is an entry image, no exit image. We appealed and received a further email saying it was unssuccesful, we had a further 14 days to provide further evidence. When logging onto the portal within the 14 days with relavant information, it states we are no longer able to provide further evidence. Nobody to speak to or contact regarding this. Feeling very frustrated!!!!

The most appalling company to try and deal with. No contact details, no contact system in place at all. Website is a useless battleground. It’s been said they’re an illegally run firm - is that true? My experience is that you’re unable to pay initial fine due to their chronic website, so they keep adding charges on. Am sure investigating by local councils needs to be started on this company. Avoid parking in their car parks at all costs, they’ll rip you off.

This company needs to be sued for the unfair practices they employ. No proper signage in carparks, and finding ways of trying to charge innocent customers unlawfully.

I feel sorry for the businesses that are losing out because of these parking fines. It's almost as if there is a deliberate plot to put them out of business so that the land owners can sell off the property to developers ? I got caught out because of several factors: I assumed that the restrictions did not apply on evenings, I assumed that because I was helping a disabled person who had a blue badge in the car, and I assumed that the restaurant would have given me some sort of warning .. lesson learned, don't assume anything. Absolutely horrendous! They are not registered at the address stated on letter- as I attended! They did not send me a letter originally, I just got a letter for a £100 stating this was a 2nd letter. Tried to call, attended as stated, no email, now threats of more pay! I would have happily paid the £60 had I of recieved the first letter!!

I would give 0 stars but you can't do that. Got a parking fine, sent the evidence that I had indeed eaten at the Crown and Crossed swords. They suggested I had typed my reg in wrong in the tablet in the restaurant, they reduce the initial £100 fine to £20. I went to pay and the website said my balance was £0 and so it wouldn't let me pay anything! Tried emailing them, but charlatans only use 'noreply' email addresses. Cut to a month later and I received a £100 final notice. Awaiting a response from their complaints dept.

I put my details in the tablet inside the pub, but you are saying I did not. So now I have to pay a fine just because I don’t have receipts to prove I was in the pub.
I have gone to pay the fine against my will but it will not allow me to pay in instalments. I can’t find any way to be able to get around this and this is stressing me out. But these people are not even human and don’t want to be contacted.

had a really frustrating and unfair experience with a parking charge linked to a library visit, and I feel others should be aware.
I visited the library on 14th February and didn’t realise I needed to enter my registration number. When I received the parking fine, I went back to the library and staff told me they had cancelled it there and then, so I didn’t submit an appeal as I believed it was resolved.
Later, I received another letter saying the charge had gone up to £100 because I hadn’t appealed. I was away over Easter, and when I tried to appeal after returning, I was told it was too late. The library then admitted they had made a mistake and apologised, as the cancellation hadn’t gone through properly.
At this point, there was no way to contact the company directly—no phone number or email—just demands for payment and threats of court action. I tried to pay the £100, but the system kept declining my payment. When I tried again the next day, the charge had increased to £140, which I felt forced to pay just to avoid further escalation.
This whole situation feels extremely unfair. The mistake was acknowledged by the library, and I should never have had to pay anything. The lack of communication options and the way the charge kept increasing only made things worse.
I would strongly advise others to be cautious, as this experience has been very disappointing and stressful.
Then when I went to put a complaint in via there website it wouldn’t let me !
