Terrible attitude

It took this (one-man?) company 10 days to reply to a request for a quote. When it did arrive, they/he assumed that since I had indicated that I was 'budget conscious' (who is not these days) that I would not be able to afford them. And this is for implementing an open-source application/ modules for which they have not paid in the first place! Don't be fooled by their flashy website. I would have given them/ him 0/10 if I could have. Very unprofessional in my opinion.
