Arrogance in the Extreme!!
I received a statement saying I payed for an app, though I never placed the order. I immediately contacted customer service to report an unauthorized payment. The agent put me on hold then came back and told me that the order was placed through a device of mine and that the order could not be cancelled (contrary to Google web policy). I contacted a second time and received the same response. As I am concerned that my account was compromised, I requested the IP address the order was placed from and was told this was "proprietary" information. I suggested their system made an error and was told "Google does not make errors" I disputed the transacted with my credit card company, received a refund, and deleted my account with Google Pay. The arrogance of Google is incredible.
