"Meia Praia" is a well-known geographical toponym; it is not a club nor an association, nor does it represent any legally-qualified "Tourist Apartments". The urban development of "Quinta dos Pinheiros" was constructed (around 1998-2000) by a union of "social housing cooperative enterprises", which category of legal entity exists in Portugal to provide affordable housing to low-income families and individuals.
By contrast, almost no houses (of more than 100) in the Quinta dos Pinheiros development appear ever to have been used for social housing purposes. Instead, many are routinely and illegally leased to tourists without registration for such purpose. Several sole proprietorships and business enterprises (including booking.com) appear to be complicit in permitting these residential properties to be leased for short-term touristic purposes, without the legally-mandated licences.
