Substandard service....won't be back!

Ordered a bike rack heard nothing for over a week, sent an email and no reply for days. Made 27 calls to the shop with no response so worried about my transaction I cancelled my transaction on PayPal. Eventually I get a response to say my money has been refunded, with a bland apology no explanation or attempt to rectify the issue. Poor poor poor, I won't be coming back. If my part wasn't in stock a courtesy email to state there would be a delay would have been helpful......and answer the phone........
