There is only one major difference between Pulsechain and Pulsechain Cash: 90% of the supply of Pulsechain is in the hands of Richard Heart, while only 10% of the supply of Pulsechain Cash is controlled by the team. This makes Pulsechain Cash 90% more decentralized than Pulsechain. Pulsechain Cash also offers a full list on their website where you can find which wallets are controlled by the team. These two points alone make Pulsechain Cash more fair, transparent, and decentralized than Pulsechain ever will be.
