Wouldn't give VAT Relief
I tried to order a C-pen from Scanning pens's shop on Amazon. As this product is for disabled people, it is eligible for VAT relief. I have claimed VAT relief for many products before-including for screen reading software and never had an issue. I sent a completed VAT relief form from HMRC. They told me they couldn't take away VAT. I asked why and they said it wasn't designed for people with a disability. Of course, this isn't correct. HMRC VAT Notice 701/7 says VAT relief can be given on assistive technology, including reading aids and even computers that come with assistive software installed. Based on that, I have little doubt that the C-pen qualifies for VAT excemption. As the VAT added an extra £40 to the product, I cancelled the order and I have since ordered the pen from a different company who have given VAT relief.
