Misleading promised delivery times

Promises 24-72 hours delivery worldwide - it has taken them 21 days to deliver an urgent machinery down part to the Philippines. It took 2 days to clear customs - which is not their issue - but no excuse for the remaining 19 days. Despite having paid three times the value of the product for shipping and clearance, we also got a bill for an additional 580 pesos which they had not paid in advance. Poor response from customer service - promising it would be shipped when it wasn't. Providing false tracking and proof of delivery - when it had been delivered to their branch (we think) in Europe, but not to us. Did not provide the proper paperwork for customs clearance - which we had to then do (hence the extra costs). Finally delivery today but by now we had to source the part elsewhere to avoid the downtime of the equipment. Parts went all over the place - office in Ireland (tax haven?), proof of delivery received into Poland then shipping document from the Netherlands. Who and where are these people?
