I took my girlfriend to Manchester on her birthday, we had just finished a spot of breakfast and went outside for a cigarette.
Now, we did drop our butts on the floor no denial BUT the way in which the matter was handled was disgusting.
James (the s**t lord in question) basically ran down the highstreet after us. Now, not being from the area we were not aware of this littler policy. James did not even present an opportunity to pick the litter up, which we would have done. He then advised us that he was NOT issuing a fine... Then took our IDs and gave us one anyway. W****R.

Very uneducated ,unprofessional people , can't even copy your name from ID card . Very rude and using their power to scare people around the city. I had to deal with them few days ago . They read my right and everything I say is recording on the camera I was told me if I don't cooperate ,police with be involved.They made me feel so little and shocked . Even though I admitted my mistake and provide all the information required , they still made a mistake with my name .I asked them if they could give me any contact number to ring and check if they are giving me the correct information but I was told
to ring 111 or I will get the information needed when I receive my ticket . They were so rude to me and my child. Recorded me and my child who is under 18 years old,which I think is wrong . In my personal opinion if anyone who receives a fine from them would appreciate their job and the things there are doing for the city if they are more polite and supportive.There is not need to treat people like criminal. In general Manchester needs to be clean cos this is one of the dirtiest city I have ever visit. I know you shouldn’t litter, and anyone you complain to about being fined simply restates that. I get it. I did a bad thing. I’m a bad person. Did I deserve to be intimidated and fined £100 for dropping a cigarette on the floor? I personally don’t think so.
The “officer” who approached me saw me light a cigarette as he walked by and decided to stop to wait and watch me. He looked like a security guard from a distance so I assumed nothing.
The moment it left my fingers I was surrounded by large men dressed in what looked like black tactical police outfits. The guy who watched me like some creepy eco warrior then began reading me my rights like a criminal.
I was then told if I left I would be followed and the police would be contacted. He then stated I would be issued a warning. When I reluctantly gave my info, I suddenly had a £100 fine.
These scam artists obviously work on commission and target people they know will be intimidated by big burly men. If you don’t give them your info it’s true it’s an offence, but they have no power to detain you and (despite what they say) do not have a direct line to police.
But be warned, they will follow you and If you get away they will look for you in the future from what I’ve heard. Sounds like an extremely heavy handed and almost mob-like way to deal with someone who littered.
The icing on the cake is there is no appeal process. You either pay or go to court, where you will lose because let’s face it... you littered and they caught you.
Bottom line is don’t litter or the enforcement mob will get you. This is all preaching to the choir of course because you won’t know this company exists until they’ve fined you. The only reason you’re reading this is because they caught you, or you work for them and get excited reliving your glorious moment of power.
We just get to vent and lament here with other poor victims like some cheap Facebook support group.

Intimidated me into giving my ID, then slaps me with a £100 fine for accidentally dropping my cig butt on the floor when I went to put it in the bin. Will be taking my EXTORTIONATE fine to the Ombudsman, the council and every other place I can think of. Ridiculous set of morons with power complexes.

I was approached for discarding a cigarette butt after I had walked on so I wasn't given the opportunity to pick it up. The guy followed me all the way into the food court to read me my rights for some reason.. He slapped me an £80 fine and went on his way.

So I dropped a cigarette but as I was about to walk into a shop then I was approached from behind tapped me on my shoulder, he read me my rights ( didn’t think anyone was able to do this unless you are being arrested). Trying to make himself sound bigger than the measly 5ft slimy scum that he was.
The do gooder couldn’t make it as a real police officer, informed I was only going to be issued a caution for the accident but then slapped me with a ‘Small’ fine as he described it of £150.
I’d offered several times to pick it up and put it in the bin which was about 400m away, but for him that wasn’t enough he was obviously behind on his quota for that month and felt the need to reiterate that I had broken the law multiple times.
Didn’t fancy telling the very muscly looking man stood 3 feet away about his cigarette butt that he had just dropped, I presume that is because he would be scared and they only like to prey on people who are more vulnerable.
I’m all for helping to clear up the streets but I didn’t know that you could be fined for it.

The worst enforcement agency I have ever experienced. I'm from Manchester, work in a busy shopping centre, and was approached by two 'officers' after they followed me inside. They escorted me out and read my rights. On top of this embarrassed me in front of so many people as they kept me in front of the entrance where people were trying to get in. They were so rude, disrespectful and treated me like a criminal, even though I was 100% cooperative. Not only are they the worst company I have experienced, they make you pay a £80 fine and treated you like a child. Thanks 3GS for making me hate you.

By law there are only two questions you have to answer to an Enviromental Enforcement Office.
Your name
Your address.
I invite the lady Miss Dakin to contact myself, as there seems to be clear evidence of unlawful actions by the 3GS officers in her case.
You do not have to say anymore. They are not legally entitled to your date of birth or to see any form of identification, or to ask any further questions.
You are entitled to see, very clearly not a glance, the officers ID card and you should ensure you write down the officers name and officer number. This must be for either your own records for a complaint or for legal reasons only.
The officer must clearly state what the alleged offence is and under what act you are supposed to have committed the offence, before issuing a fixed penalty notice.
Quoting the following to you means absolutely nothing in the capacity they are carrying out.
"You do not have to say anything, but it may harm your defence if you do not mention when questioned something which you later rely on in court. Anything you do say may be given in evidence."
They are not arresting you so they shouldn't be saying it and as there is only two questions they can legally ask and you have to legally answer, means it is nothing more than them trying intimidating tactics.
These officers have no more powers than those who put a ticket on your car in car parks, if you are not properly parked or have failed to display a ticket.
They are likely to have a camera around their chest. You have the rights to take a picture of the officer, so long as it is for personal records for complaints or legal reasons. You can not put it up on social media in any way, as you will be committing an offence.
If you have entered private grounds or premises, this includes shops and any business premises, the officer can follow, but if the officer is instructed to leave, they must do so immediately, otherwise they are trespassing. They can not escort you off these grounds or out of the premises, this is unlawful behaviour on the part of the officer.
The officer can not touch you in any way, doing so can be considered assault and by law, you have the right to defend yourself, but it must be lawful defence, what is considered reasonable by law. Such, if they officer should grip hold of your arm you can do the same, if the officer pushes you, you can return the same. Although this is very unlikely the officer would commit such an offence.

These morons accused my fiance of fly tipping just because a letter inside had her name on it.
Now what's wrong with that you ask? We share COMMUNAL BINS in our block of flats AND the area has cameras, as we were made clear of this before we moved in to our flat.
These "authorities" won't even bother to look back at the cameras to see when these bags were placed outside the bin area and more importantly, if it was indeed her that commited this crime against humanity.
The disgust part is that they want her to pay 300GBP while she is on MATERNITY PAY of only 280GBP with other bills to pay within 10 days.
I would love their job because of how little effort they have to put into it but I also would hate to do their job because of how they can throw accusations across to innocent people especially ones who have recently had a cesarean section without thinking "oh, maybe we should look back at the cameras to make sure we actually have the right person".

Absolute joke, I would like to say the company is poorly run however this is not a company, sounds like that are all sitting in one small room in the back of a house. I asked to speak to a manager however they told me they do not have one, after explaining I have been trying to call for a few days but have had no answer and also tried going online to pay my fine, they were no help saying its all on me to call and get through. The three different people I spoke to were VERY RUDE, acted like they didn't even want to speak to me or help/advised in any way. The worst service I have EVER had. Once again would not even call it any kind of service. These people need a lesson in speaking to people like human beings.

I spat on the edge of the small road with little pedestrian or vehicular traffic... 2 huge guys with tatoos approached me fined me 65 pounds, 100 if payed after 10 days. That being said they were rather polite. Quoted environmental protection act section 87(1) and (5) which says absolutely nothing about spitting, and spitting isn't listed on the Bristol City Council's website as an offense. I've filed a complaint towards both BCC and 3GS, waiting for answers. I don't have much cash on hand and don't know if I should pay or not and risk going to court. Seems incredibly trivial a matter of no consequence, and it sounds just like what the others have accused this company of doing, using intimidating people to get cash for the council or themselves.
