You should release the payment upon the submission of the shipping document with tracking numbers.
You should protect the clients' purchase experience.
Payment first and late/delayed delivery is not the right way to do the business.
Many times, the supplier just ignore the asking about the tracking numbers.
It took many many days for them to reply....
The attitude before they expect to receive the orders and after receipt the payment is completely different.
