Smoking vape inside changing room

Some 3 young guys looks like teenagers age group were smoking vape, is it allowed to smoke vape inside the Pure Gym’s changing room/toilet? Not good what a disappointment. Environment and place of the gym is very good but because of that kind of people destroy the place and atmosphere must need to make serious rule. Thank you.
