The scissors you purchased are manufactured with sharp/blunt blades, which means they are not as sharp as sharp/sharp blades. This design is intentional for certain podiatry tasks, but they should still cut effectively so what you described is certainly not right.

Scratched, tarnished and not in a new condition
Viva Instruments had very good reviews and I was looking forward to receiving my thinning scissors. I was so disappointed when they arrived. They were scratched, tarnished and the cutting blade was distorted so that the bite was not complete along the full length of the blades. Hardly a precision instrument and I do not believe the scissors were in a new condition. Upon raising this with Viva they immediately refunded the full price paid, which I appreciated, however this does not detract from the disappointment I experienced in both the scissors themselves and the Company who were clearly happy to send them out in that condition. I will never use Viva Instruments again
